Possibly even more than the financial damage of legal action is damage done to the image of the agency. Federal agencies need to assure the public that it is an advocate for them. Landmark cases such as those that may be brought under Section 508 will undoubtedly receive press which will bring public scrutiny to the agency.

The impact of non-compliance will also be demonstrated on a personal level as the details of the complaint show how an agency didn't consider the needs of the individual. This could portray the agency as uncaring or negligent.
