Overview of Disabilities, Accessibility, and Section 508

Serving the People

The federal government has an obligation to support its employees as well as members of the general public whom it serves. Every agency has a responsibility to ensure equal access to employment opportunities, programs, services, and information, for people with and without disabilities.

Before you go much further, however, you should understand the term “disability.” A disability is a physical or mental impairment that substantially limits one or more major life activities. This includes disabilities that are not readily apparent such as deafness, low vision, arthritis, epilepsy, and learning disabilities.
